Priced per active project. Not per person.
People on a board are free. Add the superintendent, the PM, and the trades. The charge is the project, not the headcount.
A new account can run one project for 14 days. The clock starts when the invite is sent. After that, the board stays, and a membership request is what keeps it open.
When the job is done, deactivate it. Everyone can still look at it. It comes off the bill. Start another when the next job needs a board.
Long term, the account is the company. The people who run it manage the project boards. Finished work goes view-only and stops counting.
